Time Out is a rather lightweight guide when it comes to content. You won't find every hotel or restaurant. Their description of attractions is decent but not earth-shattering.
I recommend this guide for two reasons. First, it's a good shopping guide to Rome for those who have a little money to spend, but who aren't driving their gold-plated Rolls Royce from Bulgari to Prada.
Second, while it's not comprehensive in it's restaurant selection, it's very reliable, and suggests a number of places which are not super touristy (rare in Rome) and which have excellent food (even harder to find in Rome).
Overall, this would be a good addition to your travel reading, but if you only purchase one guide, this probably wouldn't be my first choice.
