Probably the best known Dr. Seuss book, "The Cat in the Hat" is fun, playful, and memorable - I remember the story 30 years later, after all. I agree that it's not the best book for English learners, however, as it requires a certain agility with the English language. My 2.5-year-old bilingual son loves it, though.
